Background

The C40 Cities Climate Leadership Group, now in its 15th year, connects 94 of the world’s greatest cities which have committed to tackling climate change. We bring mayors from around the world together to learn from each other in reducing greenhouse gas emissions and creating resilient, sustainable and low carbon cities. C40 cities represent more than 700 million urban citizens and their economies account for 25% of the global GDP. C40’s ‘Deadline 2020’ report sets out the critical role that the world’s major cities have to play in delivering the historic Paris Agreement to prevent catastrophic climate change. 

C40’s team of 200+ staff is headquartered in New York, with offices in London, Rio de Janeiro, Copenhagen, Beijing and Paris and individual staff based across 25+ different locations. C40 is primarily funded through the generous support of philanthropic foundations.  

 

The strategic direction of the organization is determined by an elected Steering Committee of C40 mayors which is chaired by the Mayor of Los Angeles, Eric Garcetti. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, which is responsible for operational oversight. A nine-person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation (CIFF) and Realdania.

Position Description

The Technical Lead will serve as the primary technical expert on buildings at C40. They will help cities deliver climate action in line with the goals of the Paris Agreement, specifically through initiatives to deliver ultra efficient, net zero carbon new buildings by 2030 and ensure all buildings meet that standard as soon as possible. The Technical Lead will also work with C40 cities to reduce embodied carbon in building materials.

S/he will work with C40’s Climate Action Planning Programme, Energy and Buildings Programme and C40 Cities Finance Facility to support the design and delivery of buildings programmes as part of cities’ Climate Action Plans. The Technical Lead will also engage across all C40 research products and data analysis relating to buildings, as well as oversee the production of knowledge management resources. The ideal candidate will have significant experience working directly with cities on the development and delivery of incentives and regulations to deliver zero carbon buildings, and with knowledge of zero carbon energy systems and embodied carbon of building materials. The candidate’s technical expertise will be combined with project management, analytics and communication skills.

 

Responsibilities:

  • Work with the regional Heads of Climate Action Planning and Climate Action Planning City Advisers to provide expert advice on all buildings content to support C40’s Climate Action Planning Programme.
  • Draft specifications and review proposals for all work commissioned by C40’s Climate Action Planning Programme relating to buildings.
  • Review all (draft) climate action plans and interim deliverables (e.g. strategic appraisals, 2050 reduction pathways, climate risk assessments) to ensure opportunities to delivery GHG emission reductions and improve resilience in buildings are identified and challenges and barriers to delivery are addressed.
  • Coordinate contributions from the BE2020 Technical Assistance Programme to the Climate Action Planning Programme and C40 Cities Finance Facility to ensure that global best practice is transferred to the development of climate action plans and project preparation.
  • Work closely with C40’s Clean Construction Programme to support cities to develop strategies for and meet targets for reducing embodied carbon in buildings.
  • Work with Energy and Buildings Programme Director, oversee the development and management of all C40 knowledge management and communications products related to buildings, to be disseminated to cities beyond C40.
  • Work closely with the Technical Lead for Energy to ensure both technical leads promote a holistic approach to deliver ultra-efficient buildings supplied by zero carbon energy.
  • Review all C40 research and data collection related to buildings, analysing findings and revising future question, to optimise tracking of city progress in delivering action.
  • Participate in all C40 buildings network activities and other relevant events to develop deep expertise in the work C40 cities are undertaking in these areas.
  • Work with the Energy and Buildings Programme Director and regional Heads of Climate Action Planning to advise on programme strategy to ensure C40 activities deliver significant reduction in buildings emissions and improve resilience.
  •  Line management of up to 2 members of staff, depending on the skills of the successful candidate.

 

Person Specification:

  • Advanced degree in a relevant discipline required.
  • Significant experience in government, business or NGO sectors with a focus on zero carbon buildings, and substantive experience working with or within municipal governments.
  • Technical expertise in developing, implementing and/or evaluating buildings policies and programmes.
  • Excellent problem-solving, strategic thinking, writing and analytical capabilities.
  • Demonstrable project management experience, including working with third party delivery teams, and ability to manage multiple parallel tasks.
  • Strong interpersonal, relationship building and written and verbal communication skills, combined with English fluency. Other languages would be desirable.
  • Knowledge of best practice in city action on delivering zero carbon buildings and improving building resilience.
  • Experience of developing and facilitating webinars and workshops.
  • Experience working across different cultures, languages and time zones.
  • Line management experience preferred.

Other Requirements:  Applicants must already have the right to work in the United Kingdom or the United States of America. Moderate, planned travel will be required as part of the role. 

Location: London or New York preferred, with other C40 office locations considered for an exceptional candidate

Term: Fixed Term Contract ending December 2020; extension dependent on funding

Salary: £58,684 (London) or $88,157 (New York) per annum
