C40’s team of 200+ staff is headquartered in London, with offices in New York, Johannesburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations, with the Office of the Chair based in London. 

The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors which is chaired by the Mayor of London, Sadiq Khan. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, which is responsible for operational oversight. A nine-person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation (CIFF) and Realdania.

Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

Position Description

Climate Action Planning and Innovation (CAP&I) team sits within the Business Planning, Measurement and Innovation department which oversees all of C40's business planning, research, operations, funding and finance functions. The CAP&I team supports cities in developing and continuously improving their climate action plans and the underlying data to needed to accelerate the delivery of effective, equitable and ambitious climate actions and achieve the next level of climate leadership, by innovating solutions to overcome systemic barriers.


  • Oversee the delivery and innovation of C40’s Adaptation planning support to ensure all C40 cities have the best possible Climate Change Risk Assessment (CCRA) that details the likelihood and severity of future climate hazards and the potential current and future impacts of these hazards on the cities’ people, assets, and services.
  • Work with the Head of Mitigation Planning to ensure all C40 cities have an integrated and inclusive climate action plan addressing both mitigation and adaptation aligned with the 1.5˚C ambition of the Paris Agreement as specified in C40’s Climate Action Planning Framework.
  • Work with the Head of Mitigation Planning to update the Climate Action Planning Framework to reflect the latest innovations into the leadership standards beyond 2024.
  • Work with internal teams to link adaptation planning to other C40 programmes, such as Accelerated Implementation, Inclusive Climate Action and Climate Finance.
  • Work with the key external partners to share best practice and experience with non C40 cities, developing C40’s adaptation tools and resources for scale to Cities Race to Zero and Race to Resilience signatories.
  • Develop partnerships and collaborations to help cities with adaptation planning activities (for example fundraising, research, training). Establishing relationships and collaborations between C40 and other national and international businesses and organizations, such as WRI, Global Centre on Adaptation.
  • Provide input into C40 strategy development relevant to adaptation planning and support the implementation of these strategies.


Person Specification:

  • Passionate about the mission of C40.
  • Extensive background and experience working with cities and/or relevant NGOs on Adaptation risk and action planning.
  • Proven track record in working collaboratively and effectively with partners, such as city governments, NGOs, international organisations and the private sector.
  • Highly developed management experience and ability to manage staff and multiple parallel tasks and strong problem-solving, strategic thinking and analytical capabilities.
  • Outstanding interpersonal and written and verbal communication skills, as well as experience in developing and facilitating webinars and workshops, writing reports and delivering high level presentations.
  • International experience, working across different cultures, languages and time zones.
  • Educated to at least Bachelor’s degree level, with preference for candidates specialising in economy, business, public administration, sustainability, or a related field.
