C40’s team of 200+ staff is headquartered in London, with offices in New York, Joburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations, with the Office of the Chair based in Los Angeles.  


The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors which is chaired by the Mayor of Los Angeles, Eric Garcetti. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, which is responsible for operational oversight. A nine-person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation (CIFF) and Realdania.

Corporate Services

The C40 Cities Corporate Services team is an internal support service function managing resources for the achievement of C40’s Cities' strategies. It also ensures compliance with legal and financial obligations and works to improve governance and accountability across the organisation.


The C40 Corporate Services team is at the heart of the C40 organisation and plays an important role supporting the Executive Director and Management Team in the delivery of administration, asset management, finance, information technology, facilities, legal and human resources.

Position Description

The HR Advisor will report to the Senior HR Manager and will provide support across the different functions of Human Resources.


Data, Insights and Information

  • To be the main point of contact for coordinating data and information in reference to C40’s staff.
  • To be responsible for designing and implementing all HR related surveys.
  • To analyse HR data and make appropriate recommendations from the information retrieved.
  • To be able to report clearly and concisely on evidence from HR data and information. 

Project Support

  • To provide support to the Snr HR Manager and Director of Organisational Development and HR on specific HR initiatives and projects
  • To design, create and implement suitable tools to collate evidence and data for all HR Projects
  • To provide general administrative support for all change initiatives and projects.

Recruitment Support

  • Undertake recruitment administration where necessary (across multiple timezones in the Global North and Global South) for assigned departments including placing adverts, liaising with applicants, arranging interview schedules and sending employment letters as appropriate.  
  • Assist with and evaluate new and existing roles to ensure positions are graded at the right level; provide guidance to managers and employees on the job evaluation methodology and advise on the process.
  • Support the HR Manager in recording recruitment campaigns, ensuring reasonable timescales for recruitment activities are adhered to. 
  • Advise and guide managers on steps for an effective recruitment process and implementing the EDI strategy in the recruitment process

Policies and Procedures

  • Review and periodically update HR policies and procedures to ensure they are compliant with organisational practice, best practice and legislation
  • Develop and document, under direction of the Head of HR, new policies as required
  • Keep track of all policies, versions and advice where policies need updating


Training and Development

  • Point of contact for training and development queries to all staff
  • Coordinate all training and development activities
  • Assist the HR Manager in developing the annual training plan by developing the training matrix from the performance reviews
  • Undertake other general activities for training and development 

General HR

  • Respond to routine queries and requests from line managers/employees on employment matters.
  • Analysis and reporting on HR metrics and ensure that the KPI report is completed in a timely manner
  • Ensure all annual performance appraisals are submitted in a timely manner
  • Ensure effective records are kept and update all HR files and HRIS
  • Ensure pro-active checks using reports from the HRIS i.e missing information, contract end dates
  • Undertake special HR projects as and when necessary;
  • Assist HR Manager with payroll processes where appropriate 
  • Undertake any other reasonable duties related to HR and operations as determined by the Head of HR

Person Specification:

  • The ideal candidate will have excellent analytical and administration skills.  
  • Strong organisational skills, with excellent attention to detail.
  • Good numeracy/literacy skills.
  • Ability to communicate effectively and, when required, confidentially with persons at all levels.
  • Ability to work pro-actively to achieve efficiency and effectiveness as part of a team.
  • Ability to organise one’s own tasks with minimum supervision.
  • Proven ability to work to deadlines.
  • Ability to work in a fast moving and pressurised environment.
  • Strong customer focus ensuring that C40 and the HR function is represented in the best light to job applicants and other internal and external stakeholder.



Other Requirements:

Applicants must already have the right to work in London. Some travel may be required as part of the role.
